Just finished rebuilding all three hyd valves and the regulator valve on my 400. There are many small parts in these things but I had an IT book with a parts illustration as a guide. I was able to find all of the various o-rings, gaskets and repair parts at the IH dealer. Spent about 40 bucks. Have not messed with the pump though. You might pull the strainer from the right side of the hyd tank to see if it's plugged.
