Adam The relief valve is not under the seat the relief is in the right hand seat suport from the out side if I remember right the 706 has 2 hex plugs in the right hand suport one has nothing stamped on it the other should have pressure stamped on it and it should say 1600 PSI. Under the seat from the front is the load valve this is an open center system so it needs either a load or an unload valve the 706 and new had a load valve unlike the 560 that had an unload valve, with the load valve as your 706 if it fails you will not build pressure were as with an unload valve if it fails it will stay nuder pressure which makes the system get hot. The load valve is not likly to stay on and creat heat. With the open center as you have a person does not need a gauge to tell if it is working because if you pull one of the remote livers it should pull the engine some you may not know how good it is without a gauge but you will know it is working, with a close center if there is no place for oil to flow the system will not pull the engine. So you have a problem , relief valve load valve or key in gear on pump or bad pump.
