I've measured the dwell at 63.0 degrees - 70 percent for a .020 points setting. I'd be wary of using a digital voltmeter to measure pulsating DC like an ignition system. It takes a digital meter time to stabilize on a reading. An analog meter might work better. Have you checked for vacuum leaks around the carburator and intake manifold? Also, I'd set the timing with a timing light at idle rpm. Then watch for timing increase as rpm increases.
