M still running rough

I replaced some parts in the dist. The bushing was good but the 2 thrust washers were replaced that took the back and forth play out and is just right. Also I replaced the 2 gov springs and the weight guard because i had badly worn areas from the back and forth play of the shaft. I set the timing by putting it in the notch and then turning the dist till the spark come from the secondary cable. I played around with the carb and timing and when I screwed all the mixture screws in it purred like a kitten. Hit the throttle and it misses. Then mess around get it to sound good at fast idle idle it down then it is awfully poppy. Could it be a carb prob? All passages clear new gasket and float. Good fuel flow. Where the power comes in from the ign switch while it is running I put the digital volt meter on and it's going all over. And every time it would have a occasional loud pop it would jump to 16-19 volts. What is the dwell suppose to be on these? Plugs are burning good nice blue spark. Any body got any ideas! 12v(-) elec. ign.
