424 International Charging problems

I have had the generator checked on my 1965 424 International. I have also replaced the voltage regulator. After I replaced the voltage regulator, I noticed that the primary wire leading into the wiring harness from the BAT terminal of the voltage regulator had disintegrated. It looks as if it merged into one of the wiring harness connectors, so I spliced it into one of the wires, where it looked as if it had broken off. That blew out the AMP light when I revved it up, so I undid my splice and ran the BAT wire through an amp gauge straight to the battery terminal on the starter. Now, it still is not charging and the AMP light will come on and begin to glow brighter as the engine is revved, but does not go out. It is still not charging. Anybody know what I am doing wrong? I tried to polarize the voltage generator, but when I touched the short wire to teh BAT and ARM terminals, I saw no palpable spark, and the wire did not get hot. Could this be the problem?
