I had the same situation. Tractor sat for 14 years, and wouldn't start. Fuel to the pump and fuel out of the return line, but nothing to the injectors. I tore the pump down, cleaned it and replaced the rubber parts and now the tractor runs like a top. I bought a Blue Ribbon service manual for the pump from Binder books. Excellent manual. Made rebuilding te pump a snap. The key thing to remember when re-assembling the pump is to keep everything CLEAN. I've rebuilt 5 pumps since then and no problems with any of them.
