Farmall 300 slipping TA

TA works a little, but slips. It works better if you engage it while stopped than if you shift on the go.If you engage it from a stop, it will initially work, then just sorta coast to a stop. When you engage it you hear a whining sound, sorta like a jet engine revving up. Linkage appears to be set according to specs.Any ideas on fixes without splitting the tractor?
