The old spokes were hot rivited in at the factory. IH did not even make their own wheels, They were made by F&H. If you carfully cut all the spokes at the rim I don't know why you could not weld in new rims but it would be long and slow. Another thing you might try is to find a flat center 16 inch wheel and save the deep center with the spokes. Then just weld that in.
