Most welding shops charge in relation to the amount of time spent on a job, thus the longer it takes the more it may cost. Each shop likes to set their own hourly rate and charge accordingly. I would suggest cutting away all of the old rim and then ordering a blank 16 inch rim and then trim the length of all spokes to the same length and welding into place while keeping the spokes centered on the rim. I was an owner of a welding shop for 14 years and did several such jobs.
