Need help with I-544 3 point adjustment

I have a I-544. My lift control level is very loose. It wants to return to the forward position (toward the front of the tractor). This is very difficult to use as I have to leave my hand on the level to hold my 3 point lift at a given height. In my manual it states to move these two nuts with a punch. I tried using my punch, a large nail, even an old allen wrench (stuck it in the hole and hit it with a hammer) and the nuts will not budge. This is a very small space to work in. Can anyone give me some hints on how to move these nuts? Picture show nuts right under the hydro. accessory valves.
