i think you possibly have two problems. since the MD magneto turns opposite rotation to gas engines, the rotor pinion and drive gear should have the beveled teeth and L mark aligned. you are grounding the magneto coil when you place the screwdriver on the terminal that goes to the intake manifold, then ground the screwdriver. i think you get a spark because at that time the points are open, and you complete the circuit. so, check that you assembled the rotor correctly. if that works, and you still have no spark at low rpm, but it works at higher rpm, the impulse coupling must be defective. i assume you are turning the mag the correct rotation with the drill!!!!!
