Pulled sleeves out of my SMTA several years ago. I cut out a steel circle small enough to go into hole in block but larger than outer sleeve diameter. I drilled a hole in the center and got some ready bolt that would screw into head bold holes, I used a steel piece between those ready bolts and a ready bolt down center with a nut on top and one on bottom of circle. by tightening nut on top you could pull sleeves without damage. Easier to build than to describe
