Turn in the air adjustment screw (near the top of the carb and at a angle to the carb) all the way and then back it out 1 1/2 turns. Turn in gas adjustment screw (near the bottom of the carb and in front of it) all the way and then back it out 2 3/4 turns. The other screw (near the top front and at a 90 degree angle to the tractor) is the idle speed adjustment. Set it for the idle speed you want. Screw in to increase speed.
