Thanks. I can install it that way using the inner pair of bolt holes. The spacers that I got are 2 or 3 inches long, not flat like square nuts. But they stick out just a bit with the outer bolts in place, and are countersunk if you try to tighten the outer bolts squarely on them. I will add a spacer and make sure the assembly is flush. That made more sense to me. Thanks to your help, I will be ready for the snow season.
