IH I-404 Needs Work (again)

Sorry to post this again, but this forum had so many posts I already got bumped to page 2 !!! A friend has a yellow 1963 I-404 gas tractor that has not started for approximately 2 years. He bought it for $100 (while it was broke down) and never started it. It was used for general light work around a horse stables. Now, he and I are going to try to fix it and get it in decent working order. There was water in the oil. A mechanic friend says he thinks it needs head work, and his opinion is that it's not a cracked block. The block was cracked and welded on the exterior at one time, and I suggested that maybe it's now cracked inside, and that maybe that's where it's getting water. Is there any way to tell? Will we be able to get head parts and engine rebuild kit parts? How about a reman. block if it needs one? I looked for engine kit parts on this site and it appears there aren;t any..... Any help and advice is appreciated. Thanks in advance

Oil Bath Air Filters - by Chris Pratt. Some of us grew up thinking that an air filter was a paper thing that allowed air to pass while trapping dirt particles of a particles of a certain size. What a surprise to open up your first old tractor's air filter case and find a can that appears to be filled with the scrap metal swept from around a machine shop metal lathe. To top that off, you have a cup with oil in it ("why would you want to lubricate your carburetor?"). On closer examination (and some reading in a AC D-14 service manual), I found out that this is a pretty ingenious method of cleaning the air in the tractor's intake tract.
