I agree with Stan. The governer would not make your c run rough. I had a similar problem on my C and discovered the fuel strainer in the bottom of the gas tank (it is above the sediment bowl) was partially plug with rust. A blast of compressed air back through the gas line cured it short term, but needed to remove the tank and flush well to solve the problem. It could be a lot of other things, but check to see how well the gas flows out of the line to the carb. It should flood out. If not, you have a restriction. Good luck.
