1951 International farmall C (not Super C)

This tractor has been running strong (lots of power), then it started running rough. All the normal things were checked such as plugs, wireing,distributer, timing, gap,carb,and then i was told that the governer was bad. I had it fixed but the spring that was broken was replaced by a spring they found on there work bench. My question is, is that spring suppose to have a certian tention and should it have been ordered special? Thanks for any input.
