Don't see how the governor spring would cause the engine to run rough. Sounds more like an intake manifold leak. Using a propane torch, open the valve a little but don't light it. With the engine running move the torch around the manifold if the engine smooths out then you have found your problem. If this doesn't find the problem then I would take a compression check to see if all of the cylinders are about the same. You might have a stuck valve causing your problem. GOOD LUCK
