Try setting the timing a little bit AFTER top dead center. That way when the spark occurs it will push the piston down the cylinder the right way.
Are you sure the TDC mark is accurate?
Remove # 1 spark plug and hand crank it near TDC, place a long skinny screwdriver or piece of stiff wire in the sparkplug hole so it rests on the top of the piston, and SLOWLY crank until the indicator(wire, driver) stops moving and begins to go the other direction. You have just located TDC. Verify that the timing mark is where it is supposed to be. It helps to have an assistant.
