Jake, I had a surging C this past week, and I found two problems that needed fixing: First, after repainting, the linkage arm from the governor to the carb wasn't clearing the block entirely, so it would stick when the governor threw the arm back to its max position. I had to do a little filing on the linkage arm to get it to move freely. Second, my governor was out of adjustment. Got it adjusted and now she purrs. Good luck, - David
