Unbolt the carburetor from the manifold but leave it hooked up to the governor tube. Work the throttle lever and see if the butterfly is responding according. If not, then unbolt the carburetor from the governor tube and make sure the governor shaft is going into the notch in the carburetor. Also take off the angled plate and see if by chance the shaft going to the carburetor is disconnected from the horizontal shaft that feeds up from the main governor housing.
