Start by verifying that it's full of oil. Change ALL the hydraulic filters, and while doing that, look to see if there's any significant amount of metal fillings in the filters or housings. If there is a significant amount of filings, better tear into it, and find the source, as the damage will only get worse the more it is run. If the filters are reasonably free of metal, and replacing them does not help, it's time for a factory manual, some hydraulic test gauges, and probably a Flowrater. There is a detailed diagnostic procedure for narrowing down the specific problem based on pressure and flow tests.
