That tire is way too big for that rim. A 12" rim should have a 13.6 tire. A 15.5 goes on a 14" rim. With the combination you have, there is the risk of the rim cracking. Also, you are going to be running on the center of the tire, which doesn't give you full traction. The biggest size I would go on a 12" rim is a 14.9.
