I'm no veteran expert on the system but I've got the same system on an IH354 project tractor of mine. I used the IH shop manual and completely rebuilt the hydraulic housing including the control valve. I have not tested it yet, but I am
confident it will work. I posted a follow-up on an earlier post about experts. I don't think anyone can accurately pinpoint the problem as there can be multiple causes for the stated symptoms. Just go in and rebuild the whole thing. Clean it up and replace what's neeeded. It will be as good as new.
