M carburator

M smokes and fouls plugs. black smoke when i pull the thottle open, then mostly gray. The motor looks like it has been recently overhauled and seems to have real good compression. I did not check it but the plugs were all black so I can rule out a bad cylinder. I can fiddle with the fuel screw all day but can't change it. Thinking maybe I just have poor gas or the previous owner put oil in the gas. Other thought is that the float might be set to high but I tryed turning the gas off at the tank and no change. Any other ideas before I drain the tank?
