The float may need to be reset, it may not be sticking or leaking but that does not mean it is correct. When you have no adjustment at the screws I would think that the gasoline is flowing over the float and choking the tractor. Shutting off the fuel supply will not compensate for the float and it will flood the tractor until it stalls out with no fuel. I'd start there.........Mike in Exeter Ontario
