GG is right. remove the access cover and if all the fingers are in place the disc may be stuck. I have had this happen several times.
Block the pedal down or have someone hold it.
take a thin blade screw driver and go between the disc and flywheel to release the disc.
On a recessed flywheel you may have to turn it around to find a hole to get to the edge of the disc.
Drilled a hole in the bell houseing on a yammar once to get one unstuck because they don,t have a access.
