Replace the brake bands.The bands you have have small metal particles in then that rust to the drums.I have a W-4 that did the exact same thing.The bands had been changed at some point in its lifetime and the bands that were on it had small flakes of metal made into them.They would rust and would stick to the drum.Took them off and had them relined with a non-metallic type material,havent stuck since.It had gotten so bad that I wouldnt set the brakes when I parked it,just put it in gear and left it.
