If you had water in there you might as well replace everything. You can rebuild the works for about 50-60 bucks. No doubt the needle bearings and rockshaft are shot. You can make a new rockshaft out of a piece of 3/8" round mild steel, the keyway is not necessary. The clamp holds the rockshaft arm just fine or you can stake it with a set screw. IH has all 3 springs. I get the bearings and oilites from a bearing supplier at a cheaper cost than the dealer. The speed control lever is usually real sloppy in its bore, you can fix this easily. Open up the hole to 5/8" and install a 1/2 x 5/8 x 5/8 long oilite. If the lever is real worn, IH has new ones or if you're handy make a new round piece out of 1/2" round and weld it in place of the old one keeping the location of the flats in mind.
