Short of pouring cement over the graveled area, try placing a litter box with regular litter in it over a spot where the cats have done their duty. Keep the litter box cleaned out so they "Want" to go in it instead of clawing a "New" spot in the gravel. If you have a hard headed cat, only time will tell if this works or not. They can be pretty persnickety sometimes.
