Greg - Before you do anything else this: Loosen the two screws that hold the cross tube to the governor riser. Pull up on the cross tube then hold it there while retightening both screws. Now try your engine and see it the problem has disappeared. If the above doesn't work you need to adjust (shorten) the rod between the governor arm and the cross tube shaft. The rod is threaded on the upper end (it's probably all gunked up so you cannot see the adusting threads). Need to remove the small cotter pin in the crank block at the top of the governor rod, disengage it from the cross tube shaft and then turn the block clockwise a turn or two. Put it back together and give it a try. Good luck!
