Adjusting Spacing on 1066 WFE

I need to narrow the front-end on my 1066. I have 3 holes showing, and I need to go to 2. I'd bet they haven't been moved since it sold new. What's the best way to loosen up the tubes and tie rods? I was told I should keep everything soaked with penetrating oil for a while, then loosen all the clamp bolts and drive it around a while. Any suggestions? Mitch
