That is the idle air bleed and controls the idle mixture for the carb. This jet is the biggest headache area for getting the engine to idle smoothly so be sure to clean it carefully. It doesn't hurt if one of the "ears" is broken off; if you can clean the passage without removing the jet, fine & dandy. Use a fine copper wire strand from a tail light wire so as not to damage the jet. I just went through an "H" carb and had to drill out the jet and go to a local gunsmith to get a #5-40 thread tap to rethread the carb. The new jet was less than $20 at my IH dealer. NAPA has the thread tap if you need to order one; It is about $3. Mine is on order now. P.S.: Use your tap & die set on all the screws & threaded holes; the carb fits together so much easier.
