Sounds a lot high to me! The belly mower adds several hundred dollars to the price, but the condition of the sheetmetal and the missing parts and leaky engine say "poor maintenance" to me. If the tires are good and the engine runs and doesen't smoke, I would estimate it at $1500 max.
If you go for it, be sure to check all the fluids for water/antifreeze and if it has hydraulics, they should function well. The cosmetics can be fixed, but a major overhaul costs $$$$$. Phil
