too many bearings!

I pulled the front hubs off the H to check the bearings. I had a clicking noise when the wheel was spinning. What I found was a mess. The original owner had a bering failure and had replaced it without removing the old peices wich were up inside the casting. My front hubs are cast and have a cavity inside. I pulled out loose bearings and chunks of race that had been smoothed off from bouncing around inside there for years! The inner bearing was loose because the axle has been worn down. It has been suggested that I have it machined and bushinged, but I would like to replace it. I have been told, and the parts manual seems to support it, that the front axle and lower bolster are one peice. But! There is a large rivet passing through the lower bolster and axle as if it holds the axle inplace and at the correct angle. So what do you all think, has anyone ever replaced an axle? Was it pressed in at the factory never to be removed again? I am prepared to replace the lower bolster, but also curious why it was made that way. sorry, looks like I went on for a while. Jon
