The surface rust and oilyness are par for the course on a 40 some year old tractor. I've seen ones like that here in north central MA for that price. If it ran good it might be worth it, but these tractors are highly desirable around here for folks with a large lawn.
If the engine ran good and the mower worked well it might very well be worth it. Of course it could be a clapped out piece of junk that's been worked to pieces too.
You'd need to see it run to know any more.
