Oh, not knowin nothin about it I would say it might be the shifter rail is stuck for those gears. If it was frezing weather I would not even mess with it till it warms up cuz it may just be ice. otherwise could be rust. I might try gently forcing it by using a bar through the shifter hole but bear in mind if the rail is free and the gears are stuck you could break a shifting fork. But oh well, then you will get to take the cover off, might be worth a try, your call.
