why my breaks keep locking up

My '55 400 has some problems with the one break. When you are going around the place in 4th or lower, and you hit the left break, it completely locks up, and wont let go until you put it in reverse and break it loose with a hard jerk. I was going down the hiway, and the break started coming on with out me hitting the pedal, it started boging down for about 100 ft, and then came loose, and swayed hard to the right, just like the break was catching. I have taken both breaks off last month with the same problem, and no noticeable problems, what is the next step?
