if you know for certain that it was rust, and you didn't get aggressive enough to change the shape of the lobe with your emery cloth, and there are only small round pits, then you could just go ahead and use it. The little pits will actually hold a little oil on the cam. If it is the lines that form on the lobe in a crazed pattern then the lobe is starting to flake off and will need to be reground or replaced.
