Hi Mike, I assume the problem is on your 584.
Have had same problem on 454 and 684. Quick fix is to reach down and pull up on pedal manaully and then while moving slowly forward in a straight line with the brake pedals unlocked tap one brake then the other. This should make the mechanism in the diff unlock. Permanent fix is probably some lithium grease on the pedal and activating shaft. Good luck
