It is the adjustment and it is critical. The problem with these tractors is that after years of use the linkage points all wear some. If your engine clutch release bearing shaft is worn much and you adjust to the specs you can still have a problem because some of the pedal movement is used up pushing the shaft to the far side of the hole. Keep this in mind and you may be able to get it to work by cheating on your freeplay on the pedal. I usually fix the problem by drilling another hole in the clutch pedal just above the existing hole which gives me more movement on the linkage. Hope this helps.
