684 has Low side TA only

I have a 684 that doesn't shift into high torque. If you do throw lever to high side, it will free wheel down hill. So, I've just been running on low side (still has 8 speeds about equivalent to the 3020). (1)Am I doing it harm staying in low torque; and (2)Might it be an easier-than-I-expect fix? Thanks for advice.
