Surging H

My H will run good when you first start it up and start running it around but after a few minutes when you hit the clutch to stop or something it will start to surge. it also has a pretty sorry throttle plate with some teeth missing and the lever will slip and that will make it surge too. i just got it running. the horizontal linkage was bent but i straightened it so it turns freely. maybe its the spring? i have no idea what to do and need some help! my M does this too but with that tractor it didn't do it before i overhauled it. both tractors have had new kits put into the carbs. thanks for the help! jeff
