I agree with NDS. The live pump draws fluid from the belly pump. Normally it would flow from the live pump through the pressure relief valve to the control valve then back to the tank (by the fill cap) The way this is set up it is flowing from the relief valve to the tank. In other words, the pressure relief valve is always seeing 'overpressure'. I'll bet the hose from the pump to the pressure valve jumps when you first crank the engine over. It shouldn't do that.
