Joe the Vet right about the linkage the first 460-560 had a cable which should have been replaced tearrs ago but the linkage needs to be free. I don't think the relieve valve is sticking, but the tractor has a load valve in the valve housing with relieve valve and if it is bad, ( pluged orifice, bad oring bad ball and seat bad piston) it will high pressure and that is what you discribe. The other thing that can cause this is the single-two way setting on the remote valves might not be set right. All you do is turn the shaft coming out of the 2 valves a little to go from single to two way. And yes the little gears in the hitch valve must be good.
