Although I have several 9 series diesels, I have never had to get inside the pumps. If they are like other inline pumps, there is a rack that turns the four individual plungers. The rotation of the plungers controls fuel output from no fuel to full output. The rack is controlled by the govenor. Chances are one of the plungers is stuck in the full fuel position. This will cause all the plungers to be in the same position. Govenors usually come to rest in the full fuel position. If you can get access to the end of the rack, you can probably work the plungers loose. I think it is observable by removing the fuel lines and top pump cover on a Bosch.
