Pat, the hex nut around the main jet needle is a packing gland. Sometimes, the dripping can be stopped by tightening this gland. If not, the packing must be replaced. A good carb rebuild kit (not all) will have one in it. There is a graphite looking pellet in the kit. When looking through the packaging, don't confuse it with a felt choke shaft seal. They are similar in shape and color. The other problem you have with the gas flowing out during starting comes from excessive choke. This IH carb design has a very effective choke. Use it sparingly. Being an updraft design, once fuel is pulled into the throat, the only way out is down toward the air intake. There is a weep hole in the bowl casting for fuel to run out of when the air intake tube is connected.
