Andy - You might check to see if the valves are in time with the crank. (Run a compression check on the engine; or set the front pulley at TDC, then check that both valves on either #1 or #4 fully closed). What sometimes happens is the live pump on the Super M/400/450 motors motors causes the hub in the cam gear to break or strip out the keyway. You'll have gas at the carb and a hot spark. But depending on how far the cam gear has slipped, gas won't get sucked in hence not even a pop out of the engine. I've seen it on at least 3 different tractors the past several years....
