Put a teaspoonful of gasoline in each sparkplug hole, replace plugs & wires, (correct firing order?) turn on the switch, then crank it over.
If it fires at that time, you are not getting gas from from carb to cylinder. Is the intake manifold gasket OK? Did you get the governor slot and carb tab meshed together when reassembling the carb??
Hold the wire from coil to distributor 1/4" away from metal ground (pull out of center distributor tower) and have someone crank the engine. Do you have spark?? With battery ignition, just "snapping" the points with the switch on will give a spark also. Is the rotor turning? Watch with cap removed and coil wire grounded so no stray sparks fly around starting a fire.
Last question; is the gasoline fresh?? Gas goes "sour" in about 30 days so always add fresh fuel. And don't buy huge quantities to store or you will have some very poor fuel after a while.

What a surprise to open up your first old tractor's air filter case and find a can that appears to be filled with the scrap metal swept from around a machine shop metal lathe. To top that off, you have a cup with oil in it ("why would you want to lubricate your carburetor?"). On closer examination (and some reading in a AC D-14 service manual), I found out that this is a pretty ingenious method of cleaning the air in the tractor's intake tract.
