IH 424 died and won't start

I bought a 1966 IH 424 Utility tractor last fall -- it's a work tractor, and it's done quite well. But, it's had a penchant for only starting with the throttle adjusted to idle. Then, I would have to advance it slowly until it warmed up. Well, on Sunday, as I was preparing to take a small trailer up the hill to get some things from the house (the workable land is bottom land while the house is up a hill), it died and won't start again. The tractor had been running for 5 minutes or so, the throttle was adjusted about halfway. When I let the clutch out to go, the engine coughed and died. It wouldn't start again. I thought, okay, it's flooded. I'll let it sit for a while and it'll start again. Nope. Wouldn't. Won't.

I'm going to replace the fuel filter. I was planning on replacing the spark plugs and wires anyway.

I'm wondering if you have any ideas about things I should check in order to get the thing running again -- it's got work to do. Does it sound like I might need to get a rebuild kit for the carberator? Anything else?
